After that, each extra sample helps to further refine our precision. But a little data is enough to start. If you have no data at all, you can start with an ideal throughput (or that of a similar team) and then replace it with real data as soon as possible.

“I can’t do this because my boss wants a number”

There will be people that won’t like hearing you talk about probabilities and possible ranges of delivery dates. They might say things like “What’s all this math about? Just give me a number!”. We have personally dealt with similar situations ourselves.

If you really can’t convince them to listen then you can pick one of the possible results, according to the level of confidence that you want to have (for example how many sprints for at least 80% confidence level?), and communicate that result to them. Be aware though that in doing so you are losing one of the biggest benefits of forecasting: discussing risks and options.
